Trains stopped at stations should not reserve next segment

This behaviour makes terminal stations difficult, since stopped trains

will reserve the exit segment and block the line, even if they are

stopped there for a longer period of time.

It is planned to add sort of a "No ARS" switch to trains that can be set

via ATC, and that the Station Rail will automatically utilize. See the forum

The workaround would be to activate ARS only when the train is inside (or very close to) the braking zone.
