I propose a new feature: Railway companies. It would be nice to couple

this with some user group management mod.

Companies should do the following things:

* All trains will be owned by a company

* Companies will be owned by one or several players

* Access to train driving stand/cargo bay will be limited to members of

the company (solves driving stand and cargo stealing issues in a

sensible way)

* Companies would be assigned a code that would go on the outside of

their rolling stock to aid identification of stray rolling stock

* Access restriction rails could be used to keep certain rails private
